The spoken English course aims to improve students' ability to communicate effectively in a variety of social and academic situations and improve their understanding of both academic and non-academic speaking. It provides motivational activities and meaningful input to maximize communication, boost self-confidence and stimulate learning.
Special emphasis is placed on obtaining information from listening texts, which serve as a basis for the development of discussion skills. Students will be guided to work independently on weak areas of listening and speaking. Activities will focus on presentation skills, pronunciation, fluency and conversational English.

I think that the compliance of the curriculum authors with tradition and the grammar curriculum is understandable. High school language teaching is about teaching to the test. Therefore, the curriculum writers and the Ministry of Education are not interested in what natural spoken English actually consists of. Why would they bother to refer to authentic English conversations, corpora, and examine the main patterns of usage in spoken and written registers? In short, an easy way to avoid writing an outline is to include everything under the sun in your outline.
